Using 2 vouchers for 1 person

I had a fight booked for a trip to South Africa this past March. Due to Covid the trip was rescheduled for sometime next year after South Africa re-opens. In addition to my roundtrip ticket I decided to purchased a seat upgrade to business class using cash. When Qatar Airways issued me a voucher they issued me 2 vouchers. 1 for the roundtrip ticket and 1 for the seat upgrade. The 1 voucher for airline ticket has a 2 year validity date and the 1 for the seat upgrade has a 1 year validity date. I don't understand why I was issued 2 vouchers in the 1st place when It was 1 roundtrip airline ticket I bought.

I was planning on using both of these vouchers to purchase a ticket for my reschedule trip to South Africa. A few days ago I spoke to someone at Qatar Airways about using these vouchers and I was told I can't combine vouchers to purchase my ticket. I was surprised by this and frustrated because this means I have a voucher that I will most likely not be using at all. I don't plan on flying with Qatar Airways again anytime in the near future. I wish they would have told me this when I spoke to someone on the phone back in March when they said I can get a voucher for future travel.

I know often times calling an airline you can get different answers from each agent you speak to. I was wondering does anyone know if I can use both vouchers together? Has anyone had any luck combining vouchers to purchase a ticket? Do you think I will have any luck pushing the issue and having them combine the vouchers and issuing me 1 voucher? Also any idea why 1 voucher is valid for 1 year and the other is valid for 2 years?
