Q about meal/hotel vouchers

I normally fly on CO and NW and in certain circumstances I sometimes will get a packet of stuff from NW and CO that include a phone card, meal voucher etc. Sometimes if the delay is only 2 hours due to weather they sometimes give out a free meal voucher.

Does this happen on any other airlines? My friends and I met in DEN a few weeks ago and on the outbound all 4 of us were on different airlines. I was on CO and I got a meal voucher due to a 3 hour weather delay, my friend on US got nothing, and my friend on ATA asked about one and they gave him a strange look.

I normally don't fly ATA but do they not have these?

What about other airlines? Comments?

I thought everybody did.
