I think there is a big difference between guests being out of compliance and hoteliers and their staff.... I also think that most of the points the OP raised were not unreasonable - what are the quarantine procedures, should there be self service buffets etc.

Until these issues are resolved many individuals will not feel safe staying at Marriot (or Hyatt, Hilton, etc.) hotels.
