As the brand standard thread shows, that really isn’t a reasonable expectation in the current environment - especially when half or more of the guests are looking for a relaxed experience. I believe masks are only required at all Marriott hotels in the US, for example. When it comes to international locations, local franchisees and governments make the decisions. And taking the virus seriously can mean different things to different people.
