Truth! The only other public announcement I could/can always count on 100% of the time is in the first ten minutes of a WA State ferry ride between Seattle and Bainbridge or Bremerton:

"Would the owner of a blue [usually, sometimes black] BMW with license plates ***-*** please return to your car. Your car alarm needs to be turned off."
