In Lombardy regional trains are back to usual service (I guess you probably already know what little to expect) thus not anymore blocked seats etc, masks still remain mandatory AFAIK. Last weekend there was a kind of messy situation on long distance trains, Frecce and Italo including due to the fact that initially from 1st of August they were allowed to sell all seats and no more blocked one, then due to the insurgence of Covid19 cases around Europe the last moment the government decided to maintain the blocked seats. You can imagine what happened at stations, the first weekend of August when hordes of travelers already booked for the summer holidays.
