Thanks r3guru, that was actually a very helpful post. Sounds like they are actually not even given enough supply for everyone to get one full can... and that would explain it since this was a relatively full flight. It was just out of the norm for me since usually they just hand over the can without you having to ask. I'll be more proactive (or just get upgraded) in the future!
