It could be their own made up store policy to track down who is coming in everyday and your activity which would quickly add you to their store ban list especially when you say its only one of your local WMs in your state that has this bogus policy. If your friendly CSR at this particular WM is now asking for your name and recording your name somewhere then he/she is just following the rules and can't be as friendly to you anymore.
