Exactly! Aussies cannot leave Australia. As an Australian citizen if I travel to Australia I need to go into a 14 day quarantine at the location of the government's choosing. (Well unless you are wealthy with good government connections which I am not.)
Then if you move between states you need to go into another 14 day quarantine.
Has to be cargo.
