I got the 5X bonus. The exclusion of Target and Costco (except grocery delivery) is buried in some legalese about the category the merchant selects to describe their business.
And, the maximum total spending to receive the bonus is capped at $1,500 per month. Starts 8/1 and ends 9/30.

As with other quarterly category specific and capped benefit spend, I find it very helpful just to buy gift cards for maximum amount so you don't have to go crazy keeping track of the spend.
