I have downgraded my Citi card with annual fee to MileUp card but never received any bonus on the MileUp card? Am I still eligible for the sign on bonus. The MileUp card was accidentally closed and Citi would not reopen it.

Also I received some mailers for like 60k or whatever sign on bonus - can those exempt from 4yr limit?
