Having a UK property and some bills with a UK address on it? That has
not been generally sufficient to show proof of legal residency for purposes of even a bunch of intra-EU/EEA travel possibilities at this time when the EU has banned most US citizens for tourism travel purposes.
Proof of UK-issued ILR in the UK does count, and this doesn’t require showing a UK address to Schengen countries’s passport control. But it doesn’t sound like you have ILR status in the UK.
