If you can read Hungarian, it's clear Hungary's rules apply to foreign passengers "arriving from" the territory of a "Yellow" country (like the U.S., for the time being at least): "Külföldről érkező nem magyar állampolgár személyforgalomban sárga jelzéssel besorolt ország területéről . . ."
