I just had a TK flight canceled and got the same error code when I tried to rebook. Had to call in to get it rebooked. I just called the standard Turkey number and then asked to be switched to an English operator. Took ~20 minutes overall.

The TK website overall is pretty horrendous, whether it's the unclear HES instructions for foreigners, or the constant errors when trying to check your flight or make seat assignments.
