Their T&C seems to only mention PIN when talking about ATM access. I don't recall if it was any different before, though I would think purchase PIN would be impossible if that was actually the case.
As for QC, one would probably need to use a card with a transaction log to know for sure. Maybe I can load some money onto Revolut and attempt a withdrawal at BofA to see what happens exactly; I'm not sure if I'll be able to give you answers on the other ATM you tried.

UNFCU still offers PIN preference, but of course, offline PIN became online PIN once they adopted contactless (likely unavoidable). We'll see what happens once my Andrews FCU card is up for replacement again, since IIRC they're serviced by the same people that service SDFCU's cards.
