It means I cannot take the SQ flight in any event. Do I have a right to a refund? or, change the flight to after the restriction is lifted?
It is always the passengers responsibility to have the correct passport/visa/documentation for travel. If the passenger does not have or the requirements change, that is not the airlines problem. You are still subject to the ticket t&c's. As post above, is a big difference between an involuntary change (~airline) and a voluntary change (passenger cannot travel for whatever reason or chooses not to travel).
There generally is no advantage in cancelling early. Best to wait until closer to date of flight. Hope for an airline cancellation or a big schedule change. Having a travel agent in the middle makes it 100 times harder.
