I just have checked the website of the Austrian Government- only in German below but Google can translate - which clearly states that only Austrian citizens don’t have to quarantine when coming from Greece or need to provide a CoVid test - so if OP is not Austrian there is no chance she can go into the city:

Austria is also one of the few countries who require a test / quarantine for UK citizens.

Nota bene - I have also checked Timatic (which says no entry restrictions for UK citizens but that’s clearly wrong) so I would rely on the official link above.
