That looks like a regretable misunderstanding to me too. I'm not even sure what you can do about it. However Timatic - which is the governing process in ground handling - correctly says you need a form and can be tested on arrival.

I shouldn't really say this, but with half to two thirds of NHS testing capacity unused, are you sure you don't have an itchy throat?
