This is American Express policy as reported in this thread many, many times. A retention offer is not an additional reward for previous spending. If you wait until 13 months since the previous bonus the answer may change. If not, and If your spending is spread fairly evenly throughout the year, an $85,000 CSR credit limit should suffice.
