Quite clearly political, for them to be adding Spain on the exemption list at a time the infection rate is increasing! Either that, or they were worried it was unworkable and people would simply fly to England and commute to Scotland as Spain is one of the largest holiday (if not the largest) destinations out of the UK and the chances of Scotland applying quarantine on arrivals from England are pretty much zero.
