This is new, right? Both were part both UKgov and scotgov lists before, right? Are they still on the UKgov list?
Bulgaria and Romania weren't candidates for the original list, they were red and so were never exempt. I recorded the English SI list in post 1991, and the only amendment so far is Serbia being removed from the exempt list.
Anyhow all 4 nations of the UK are now on the same page at least.
