What in are they trying to acheive ?

To day was transfering from TXL to GLA at the domestic transfer in T5 I spent 20 minuites on my mobile trying to fill out the badly designed " public health passenger locator form " I was struggeling and my batteries were going , I asked the officer at the barrier for a paper form but he said I would need to see a supervisor ! The E gates were closed off , but as they were working in the main UK arrival barriers , I went there and through into UK arrivals and back to airside through the normal security , no form needed

Not seen anything quite so pointless out side of a third world country
