I read it as bookings made before 3rd of March and going after the 1st of september that are on flights that actually go. These fall outside the BWC scheme , BWC bookings wont be affected it just means if Ba fly and you have a booking after September 1st that you booked before 3rd of March then they wont offer you a FTV.

You bought a ticket , they offering to honour it - if you cant or choose not to fly then the onus is now on you to pay to swap or claim on your insurance.

If the flight is cancelled you will get a refund.
