When the Diamond lounges are open you can get more than 4 drinks per visit for paying the 1K RC entry fee and if you go at the right time also get a light meal.

In reality very few people are going to have regular diamond status and 1000 Rc's so it makes sense to offer the regular Diamonds at least a drink or 2 and keep them happy.

As far as the $20 per drink goes lets not forget a Heineken costs ~ $12 at a bar at Caesars so it's not like people are getting Johnny Walker Blue neat comped.
