It does not matter. If the vendor cannot meet a material term of the contract (and the contract does not authorize the vendor to substitute another property or date in its sole discretion), then the consumer is entitled to a refund. If the vendor has issued points, vouchers or other items of value, the vendor is entitled to their return or cancellation.
Plain and simple, for a US-based credit card, the fact that a good or service was not delivered as contracted, is a basis for chargeback.
