Whether you are entitled to a refund depends on the terms & conditions of your booking, e.g., your contract and also whether the resort is open and able to provide the service. If you are entitled to a refund and the property denies it, then you should file a chargeback. If the rate is non-refundable and the property is open, then you are not entitled to a refund and you will lose a chargeback as well. If that is the case, check your travel insurance to see whether you may have coverage (unlikely, but worth checking by reading the policy -- not asking a phone agent).
