Plus you have the (changed) definition of Extraordinary Circumstances due to COVID. The EU Commission did seem to offer Airlines pretty wide scope to use this option during the pandemic. However, if the airline has chosen to reinstate flights to certain destinations, runs to that schedule but cancels on individual days, then I think that for those sectors the question of Extraordinary Circumstances returns to pre-pandemic norms. Once a carrier has chosen to reinstate the destination, that was a commercial decision. Any subsequent commercial decision to remove any flight must adhere to the 14-day rule to exclude Section 7 EU261. I don't think the COVID card can be played selectively or dynamically.
