You now have the EC Guidance and you can see that a carrier can assert almost anything as being included in the Section 3.4 pandemic exception it creates.
You may certainly see if you can find a claims agency to take your matter, but those agencies only get paid if they win and have no interest in taking compensation matters right now as they are well aware of the almost certain outcome. This leaves you with the option of suing yourself and hoping that some judge does not read the last sentence of Section 3.4 (which will most assuredly be pointed out to him).
