Those other gas brands that don't support PIN outside are the ones that should be making changes so they properly support it. They are the ones whose system is not configured correctly for global EMV.
Not supporting PIN (assuming no ZIP code prompt)
is supporting EMV properly per the specs. Whether it's a good idea from a fraud liability perspective, however, is a different issue and likely depends on the locations of individual stations.

Maybe it's a bug that'll eventually be fixed? Though they were seemingly piloting contactless long enough that I would have figured someone would have noticed before the full rollout.
