1) First, it's really frustrating. DOT rules are very clear. Flights were canceled by airlines. It should be enforced and not having airlines resisting. Now I don't understand what "negotiating" phase means and what result to expect. DOT rules are darn clear.
2) Booking was made through expedia but expedia directly made the transactions to airlines. I still don't understand how expedia escaped from this.
I had a similar experience with Ethiopian Airlines tickets purchased through the Chase Travel portal. When I filed the dispute, I was immediately issued temporary credits so I wouldn't have to pay for them. It ended up taking about 3 months, but the chargeback was eventually completed. One of the Chase agents I spoke to said that they're swamped with airline chargebacks right now (no surprise there!). It takes time.

It doesn't really matter how long it takes, because you do not need to pay while the dispute is in process.
