You can earn only earn Bonvoy points if you are skyward silver and above. So if you are skyward basic (blue), you are not eligible to earn bonvoy points when you fly with Emirates, but, yes, you can get priority boarding (as a skyward basic tier). I think this program is beneficial for those primarily flying Emirates as they can earn both Skyward miles and Bonvoy points.
