Anyone on the UK mainland can book an NHS test and results have been coming back in 24 hours locally, so I don't get why you'd pay for a PCR test
The gov.uk website says that in order to get a test, you need to have symptoms of Coronavirus. Anecdotally, there is unused capacity at testing stations but I don't think that they're resourced to test everyone who wants to take a summer holiday.
