Conditions for entry into some Schengen countries at this time are stricter than the EU/Schengen-wide conditions for entry. This is why it’s critical to try to find out things also for the country-level national border controls applicable at this time. In other words national border control can be stricter than EU/Schengen border control, and this can hold true even for those already within the Schengen area.
Speaking of asking the EU member state embassies, more than one will default to sort of acknowledging that the ultimate decision on who is admissible is not with the foreign ministry types (such as themselves) but is up to the border control enforcement entities to be encountered on the trip. And those enforcement authorities rather often will say they can’t grant or acknowledge prior approval of meeting the conditions for admissibility and direct inquiries to (or with) boilerplate language of sort.
