Nope, I think you are correct in what you assume. You should be made Silver now - unless the rules changed.... Sometimes there is a delay of a few days until the 'system' sorts itself out and applies the actual upgrade. If you eared or flew in the last couple of days, wait a few more days - even if the flights themselves have already posted, and then call back.
EDIT: What does it say in your account online? It usually describes very clearly there what you still require for upgrade/retention.
