Do you mean that the official figures are far too low? I am stuck by how Quebec clearly has a backlog of recoveries that have not fed through (possibly 10-15K), which may make Canada's active case load appear too high. Perhaps some countries such as Italy would prefer an active case count of below a certain level (say, no more than 5-10K).
