Because the Canadian government is clearly making it as hard as possible for people to leave the country without flat-out telling them they can't leave. If your passport is expired or about to, you can't even get it renewed. They will only provide urgent passport services to people traveling for essential reasons. It's a travesty.

I think it's ridiculous I can travel to Montreal and Toronto every weekend and I'm deemed as safe but if I come back from Iceland where their rate of infection is incredibly low, I have to quarantine for 14 days. I've been advised that if my grandfather passes away which is highly probable given his health, I will not be exempt from the quarantine to attend funeral services no matter how many negative test results I can produce, so I suspect I will never see him again. I will also be sure to vote for anyone but the liberals in the next election as their handling of this is a disgrace and I think the general lack of protest from Canadians about the severe restrictions, the treatment of expat citizens, and the general "guilty until proven innocent" system of quarantine without testing is equally disgraceful.
