Is there a fatal flaw that I'm missing here? Test availability doesn't seem to be an issue: I returned last Monday from an international trip and got tested in Toronto very easily the following day, and had my results (negative) back within less than 36 hours.
Because the Canadian government is clearly making it as hard as possible for people to leave the country without flat-out telling them they can't leave. If your passport is expired or about to, you can't even get it renewed. They will only provide urgent passport services to people traveling for essential reasons. It's a travesty.
