Why is 3rd March the earliest booking date for changes without a booking be fee?

We are booked to fly to China in October. Booking made on 4th January.
We are currently holding right as China may still not welcome tourists and the Foreign Office advisory may be still not to travel (not that it means ba won't be flying).
Was 3rd March the official date of the pandemic being categorised? If so it seems unfair to exclude people affected by having booked earlier.
