That is a flaw in the current regulation. Under the old system, when you enter from overseas, you start a 14 days self isolation from Red. You then leave, the self isolation is over. If you fly in again, but have been to Red in the last 14 days, then you would in theory still be liable for the remaining time. However in coming up with Green, and in particular for Spain versus Portugal, then it was stated that it would rely on personal honesty whether you declared problematic side visits. Someone going to Portugal as a side visit during a Spanish trip would have to declare it but there wouldn't be much ability to check or cross reference this. So the short version of this is that under the old version a lot depends on personal honesty, and that will apply even more in the future.
