I can never work out how a booking becomes a BA Holiday but from our limited experience, if you decide to cancel the terms apply - eg non-refundable hotel etc but if the flights are cancelled by BA you get it all back.

We had a 241 trip, with separately booked car hire (albeit through BA) and the first thing that happened (without any input on our part) was a refund of the car hire, even before the flight cancellations had been announced, then a full refund of avios, fees and voucher (extended by 6 months). For a couple of other BA Holidays, with otherwise non-refundable hotels, we have credit or cash for the full amount - so no loss of hotel costs.
