Yes you have to find normal avios availability to use the FTVoucher. You have to call, so it’s also hard to use the midnight T-355 leg-by-leg booking strategy if you’re familiar with that. But
you can change route to something easier, and 2021 might be easier if demand dips.

But only a theoretical option unless they extend the FTV option.
