I purchased a fully refundable ticket using a voucher and credit card, and tried to cancel my ticket over the phone within 24 hours of booking. According to the DOT, these are both grounds for a full refund. Is it a cash refund or refund in the original form of payment I'm entitled to? According to the airline representatives, it is the original form of payment, ie. another voucher. I feel like it should be a cash refund. Am I being lied to? What does "full refund" mean to the DOT?
Original form of payment. You can't use this to convert vouchers to cash.
