Because TSA PreCheck is a bundled benefit of GE, while you can enjoy TSA PreCheck, you don't exactly have TSA PreCheck. So you have nothing to renew (given you are blocked from renewing GE).

In this case - you will have to apply TSA PreCheck as a new applicant.
