There are only a few people in that category (diplomats, who have distinctive passports) and in any case they are likely to hand you a government issued tablet and invite you to fill it in so that you can be on your way.
Thanks CWS. I assume once air bridges are announced border force will be looking at your boarding pass to see where you came from when you explain why you did not fill out the form.
