What if you turn it in to a FTV first and then make a booking for a lower value?
EDIT: just had a further read and under those circumstances you wouldn't have to go via a FTV. If you do a change under BWC and the new fare is lower then a new voucher will be issued for the difference which can then be used as part payment for further travel.
