Under their "phase 1" reopening plan, as of June 11, 2020, applications are now being processed on a "first in, first out" basis, with all emergency applications being handled first. Once they reach "phase 3", routine applications will be processed within an announced "processing time commitment". Until "phase 3", expect significant delays for any passport services.

According to the above page, during the most recent week June 11-17, they received 120,000 new applications, issued 154,000 passports, and there were 1.72 million applications in the backlog awaiting issuance.
