Well I have egg on my face.

I went back and checked my wechat pay records and it seems that some of the merchants that scanned me (including the avocado lady), the charges didn't go to my US credit card. It said something like "preferred charging method failed, fell back on wallet."

So it does look like a list of merchants for which foreign credit cards work would be beneficial.
