Here's their international coverage list: http://www.t-mobile.com/internationa...geInternet.asp

As you can see, France, Germany, UK, Ireland, Italy any many other countries have data roaming agreements with T-Mobile.

Since I'm 5 years into a lifetime ban on AT&T Wirleless, I couldn't tell you anything about their service.
It's funny how everyone has one wireless company they have had the world's worst experience with. I first bought a T-Mobile Blackberry and it was the worst customer service experience I've ever had. I had to go the store 4 times, I went through hell with the tech support line and the thing never worked at all. I returned it and very happily spent $50 more to get the same unit from AT&T wireless.
