We're both in the same boat. My TAP flights are purely within EU so DoT was no help. Filed complaints with everyone I could think of. One of them got me a call from Chase executive team some time ago who basically said, nah, we're not gonna help you refund it, but here's a voucher. I call him once a week and leave a voicemail and he never calls back. Then once a month I call Chase and TAP to try to make progress. Today's Chase call said they're going to request a refund since TAP's refund policy changed "yesterday." Uh huh. TAP calls just get disconnected after ringing, and my web complaint forms go unanswered.
Absolutely infuriating.
Booking through a 3rd party might be complicating things as on my last call with TAP, they assured me that for certain markets such as North America, they are approving cash refunds and they could make it happen, if I wanted refund. I still opted for the voucher with the extra 20% bonus as that's a good deal to me.
