They have not been refusing refunds as others like AF/KLM & Lufthansa Group, it may be taking longer than normal (Virgin have always been slow at refunds) but they will be processed.

Like many I've had many refunds going on to my credit card, in normal times, these are credited back to my bank account upon request within a couple of days even AMEX (UK) are taking a couple of weeks now due to the situation, I'd hate to see the disputes department workload, you'd be better with a little patience unless in dire states.
I did a rough estimate of the number of tickets they have to deal with a few weeks ago, and came to the conclusion that every day they haven't been able to fly added about 10,000 individual tickets to be refunded or rebooked. That number is likely lower by now as people who would've booked between March and now would have held off booking. But still, they're probably looking at 700,000-900,000 tickets to deal with in total by now.
